Meet Our Members

Fred began his career in public service in 1986, working part-time for the Town of Angelica while also managing his own construction business. He transitioned to full-time work in 1991, was appointed Deputy Superintendent in 1992, and was elected Highway Superintendent in 1995. In 1997, Fred played a key role in the design and implementation of a shared service agreement between the Town and Village of Angelica’s streets and highway departments—a collaboration that continues to this day. After decades of dedicated service, Fred retired from the Town and Village of Angelica in July 2021.
Throughout his tenure as Highway Superintendent, Fred was deeply involved in the Allegany County Town Highway Superintendents Association (ACTHSA), serving on the Executive Committee for 28 years in roles such as 1st and 2nd Vice-President, Treasurer, Event Coordinator, and 16 years as President. Beyond ACTHSA, Fred contributed to numerous committees and boards, including 20 years on the Allegany County Traffic Safety Board, 10 years on the Alfred State College Building Trades Advisory Committee, and participation in the Southern Tier West Transportation Committee, the Tri-County Shared Services Committee, and the Watershed Coalition.
In 2009, Fred received the prestigious Local Government Award from Southern Tier West for “Service and Support in the Attainment of Regional Goals,” marking the first time this honor was awarded to a highway superintendent in the region.
Fred continues to serve the community as an elected Allegany County Legislator since 2021. Currently, he is the Vice-Chairman of the Legislative Board and serves on several committees, including Public Works, Public Safety, Resource Management, Space Needs, and Ways & Means, as well as the Allegany County Soil & Water Board. Additionally, Fred works as an Account Representative for New Enterprise Stone & Lime Co., Inc.
Fred was born and resides in Angelica with his wife, Tami. Together, they have three married children—Jess, Seth, and Paige—and six grandchildren. We deeply appreciate Fred’s over three decades of unwavering service and dedication to the ACTHSA, the highway industry, and the people of Allegany County.
