Rick Hall graduated with honors from Cuba Central School in 1979 and continued his education at Morrisville College and in Alfred, where he obtained a Class B CDL, II-B Water License, and Class D Water Distribution License. He has been employed by the Village of Cuba for 30 years with its Highway Department and has served as Superintendent of Public Works since 2005. Rick has served as Village Representative on the Executive Committee of the Town Highway Superintendents Association of Allegany County since 2016. He serves as Chairman of the ACCORD Community Action Angels Program Advisory Committee. Rick was also a member of the Cuba Fire Department for 27 years, and during that time formed the "And the Walls Came Tumbling Down" Campaign, which advocated for proper warning signals indicating the presence of oxygen tanks in residential structures. His long service, commitment, and extraordinary contributions have been previously recognized by both the New York State Conference of Mayors and the Cuba Chamber of Commerce. he was recently recognized by the Allegany County Board of Legislators for his contributions towards the betterment of Allegany County and his continued example of dedication to community service. Rick Lives in Cuba with his devoted wife Annette, is a loving father of daughter Casey Hall and son C.J. Hall and is a proud grandfather of eight grandchildren.
In honor of William A. Nichols, whose unwavering dedication and tireless service to the Town of Belfast spanned over five decades. From his humble beginnings as a Motor Equipment Operator in 1968 to his esteemed tenure as Highway Superintendent since 1976, Bill Nichols exemplified true leadership and commitment to public service.
Throughout his distinguished career, Bill achieved remarkable milestones, including his election as Highway Superintendent in 1977 and his presidency of the Allegany County Town Highway Superintendents Association in 1980 and 1981. His expertise was recognized statewide when he was appointed by DOT Commissioner William Hennessey to serve on the CHIPS Coordinating Committee in 1982, contributing significantly to the development of crucial guidelines for the CHIPS Program.
Bill's influence extended far beyond local borders, as evidenced by his presidency of the New York State Town Highway Superintendents Association and his role as President of the Association of Towns of New York State in 2000. His leadership continued to shine as Executive Secretary/Treasurer of the NYS Town Highway Superintendents Association from 2002 to 2006, a testament to his enduring commitment to excellence in public administration.
Notably, Bill Nichols was appointed to the Association of Towns Emergency Services Task Force in 2004, showcasing his proactive approach to addressing critical community needs. His dedication to advocacy and collaboration further manifested in his longstanding service on the Association of Towns Resolutions Committee, a role he fulfilled from 2001 to the present with unwavering dedication.
